SEO agency, consultant or freelancer: the differences

An agency is a team with continuity and breadth; a consultant is usually one experienced person focused on strategy; a freelancer takes defined tasks. Cost, accountability and coverage differ. The right choice depends on scope, budget and how much the client wants to manage. The six criteria on this site apply to all three.

Definitions

An SEO agency is a business with several people delivering SEO for clients: typically an account lead, and specialists or generalists doing technical, content and link work. In Dublin the words “agency” and “company” are used interchangeably; what an SEO company is covers the vocabulary.

An SEO consultant is usually one experienced person who advises and plans, and either does the work personally or directs others, sometimes contractors, sometimes the client's own staff.

A freelancer is one person who takes on defined tasks: an audit, a batch of pages, a technical fix, a listings clean-up. Some freelancers are consultants by another name; the difference is whether they set the strategy or execute someone else's.

Cost and pricing model

Agencies carry staff and overhead and price accordingly, usually as a monthly retainer. Consultants often charge a day rate or a smaller retainer for advisory time. Freelancers charge by task or by hour. None of these is cheaper in every case: an agency retainer that includes content writing may cost less than a consultant plus a separate writer plus a developer. Accountability and continuity

With an agency, the business is accountable and the people may change. With a consultant or freelancer, the person is accountable and, if they are unavailable, the work stops. Ask an agency who will actually work on the account and whether that person was on the sales call. Ask a consultant or freelancer what happens when they are on holiday or ill, and who holds the logins. Breadth of skills

SEO touches technical work, writing, local listings, link outreach and analytics. An agency can usually cover all of them in-house. A consultant covers strategy and some execution and brings in the rest. A freelancer covers what they are good at. When each fits

  • Agency: ongoing work across several parts of SEO, a business that wants one point of contact and does not want to manage specialists, a budget that supports a retainer.
  • Consultant: a business with its own marketing or web staff that needs direction rather than hands, a one-off strategic problem such as a migration or a penalty, or a second opinion on an agency's work.
  • Freelancer: a defined task with a clear end, a very small budget, or a business that is happy to coordinate several people itself.

These are tendencies, not rules. Some Dublin consultants run what is effectively a small agency; some agencies are one founder and contractors. Ask rather than assume.

Mixing them

The three are not exclusive. A common arrangement for a Dublin business with some marketing capacity is a consultant who sets the plan and reviews the work quarterly, a freelancer or two who execute it, and no agency. The question to ask about any mixed arrangement is who is accountable for the outcome, because when three people share a result none of them owns it.

Applying the six criteria to each

A freelancer should still have a named identity, a written method however short, a stated pricing basis, terms, dated examples of work, and a real Irish presence. A consultant should too. The difference is only in what counts as sufficient: a two-paragraph process description is enough from a freelancer taking on a single task, and not enough from an agency asking for a twelve-month retainer.
